CLEVELAND – Cuyahoga County Prosecutor Michael C. O’Malley announced that a Cuyahoga County grand jury has returned an indictment charging Fiona Allen, 40, for illegally voting in 2020, 2022, and 2023 elections as well as falsifying her voter registration card.

Fiona Allen is a non-citizen, legal resident of the United States. In order to legally vote in the United States, you must be a U.S. citizen and be at least 18 years of age on or before the next general election.

On March 7, 2020, Allen filled out a voter registration card stating that she is not a U.S. citizen. The registration card explicitly states in the instructions that if you answer “no” to the U.S. citizenship question, you should not complete the registration card.

Further investigation revealed Fiona voted in five elections including November 3, 2020, presidential election, May 3, 2022, primary election, November 8, 2022, general election, August 8, 2023, special election, and November 7, 2023, general election.

On November 14, 2024, Fiona Allen was indicted on the following charges:

  • Five counts of Illegal Voting
  • One count of False Voter Registration

She will be arraigned at the Cuyahoga County Justice Center at a later date.
